My inspiration to create this was last week situation in my city - Cracow. Safe level of harmful dust in air was overgrown by 800%. On top of that, local authorities didn't do anything. Fortunately, after 2 rainy days, it's ok.
By comparison, in Paris, state of emergency is implemented when there is 200%.
